Thomas was named as an heir in the will of John Kelly on 23 March 1830 in Brooke County, Virginia (West Virginia).3 Thomas was named as an heir in the will of Mary Bozman on 4 December 1841. The will stated she was "of Brooke County" and was witnessed by William H. Bozman and John Royston Bozman. She left bequests to Thomas Kelly, Eliza Cotton, Wilkes B. Richardson, Reynolds Steen, Susanna Steen, Karenhappuch Steen, and Frances Richardson.4
